Subject: [PATCH 1/3] Make the package autoreconfigurable

ipmitool is not a compliant GNU package as it does not provide some necessary
files, like NEWS, AUTHORS, etc.
Therefor set the Automake strictness to foreign to make the package
autoreconfigurable.
